Tamil Nadu Chief Minister C Joseph Vijay is scheduled to launch the expanded Vetri Payanam scheme for women on October 2, 2026. The programme will widen the existing free bus travel facility to more categories of government buses across the state.
According to the Tamil Nadu government’s announcement, the expanded scheme will cover 12,692 government buses and is expected to benefit around 84.32 lakh women every day. The programme will include Express, LSS and Deluxe buses in metropolitan and urban areas, along with Mofussil Ordinary buses and certain Ghat Ordinary services.
The launch is scheduled for Gandhi Jayanti, October 2. The expansion is aimed at making public transport accessible to women travelling for work, education, healthcare and other essential activities.
Vetri Payanam is the expanded version of Tamil Nadu’s existing free bus travel facility for women. Before the expansion, women could travel without paying fares on eligible ordinary city buses operated by the state’s seven transport undertakings. Free travel was also available on certain ordinary buses operating on hill routes up to 40 kilometres.
The expanded programme will bring additional categories of buses under the facility. These include Express, LSS and Deluxe buses operating in metropolitan and urban areas, Mofussil Ordinary buses and ordinary buses on hill routes exceeding 40 kilometres, according to the government announcement.
The wider coverage means women will have access to free travel on more government-operated routes than under the earlier arrangement. The government says the programme will support travel to workplaces, colleges, hospitals, and other essential services.
The Chief Minister announced the expansion in the Tamil Nadu Legislative Assembly on August 24. Officials later reviewed the statewide launch preparations at the Secretariat, including arrangements for transport undertakings and electronic ticketing systems.
The scheme is therefore not a completely new free-travel programme, but an expansion of the existing facility to a significantly larger number of government buses and routes.
The scale of the expansion is one of the main features of Vetri Payanam. Tamil Nadu’s seven State Transport Undertakings operate a scheduled fleet of 18,413 buses. Of these, 12,692 buses, or around 69 per cent, will be covered by the expanded programme.
The government has also stated that 1,65,312 scheduled single trips will come under the scheme out of 1,94,649 scheduled single trips. This represents approximately 85 per cent of the scheduled single trips operated by the seven transport undertakings.
The government estimates that around 84.32 lakh women could benefit from the scheme each day. This figure is a projected daily beneficiary count rather than a confirmed number of passengers who will use the service every day after launch.
Preparations have also included the integration of buses covered by Vetri Payanam with Electronic Ticketing Machines. The government said it had completed the ETM integration work and would conduct testing and verification before the launch. It also planned trial operations for September 27.
This technical preparation is important because the expanded facility covers several different categories of buses. Electronic ticketing systems will help transport authorities identify the services covered by the programme and implement the fare-free facility.
For passengers, the main change will be the availability of free travel across a wider selection of government bus services. Women who previously had to pay fares when using certain Express, LSS, Deluxe or longer-distance government buses will have access to the expanded benefit on designated services.
The existing facility has primarily covered ordinary city and town buses. Vetri Payanam will expand that coverage to several additional categories.
The scheme will cover women travelling on designated Express, LSS and Deluxe government buses in metropolitan and urban areas. The government has presented the expansion as a public transport measure intended to reduce the cost associated with travel. Reports based on the official announcement also state that the programme could improve women’s access to public transport across Tamil Nadu.
The programme also involves operational preparations for identifying covered buses. Reports said designated buses would have Vetri Payanam-related signboards, helping passengers recognise the services included under the expanded arrangement.
The October 2 launch will therefore mark a broader implementation of the existing free travel facility rather than simply adding a small number of routes.

The programme will require substantial operations because it will bring thousands of buses and many daily trips under its coverage. Transport authorities have been preparing the electronic ticketing infrastructure and conducting trials ahead of implementation.
For women passengers, the practical impact will depend on the availability of covered services on their regular routes. The expansion nevertheless represents a significant increase in the number of government bus services included in Tamil Nadu’s free travel programme.
With the launch scheduled for October 2, the focus will now move to how the expanded network operates across different districts and how passengers use the newly covered services.
